Webcasting outreach

This is the starting point for all Webcasting CoP "bounty hunters."
Instructions
1. Declare a territory
- A whole country or significant and well defined portion.
- The assigned list is below.
- To request a territory, e-mail the Webcasting Outreach Team: wc@dowire.org
2. Gather
- Surf the web in your territory looking for public sector webcasting. This "council meeting webcast" search on Google brings up 130,000 results. Used the advanced search to limit results by domain (country) for those outside the U.S..
- Start with network "hubs" like inter-governmental associations - local government in particular. See the DoWire outreach links for starting points.
- Pick off the leaders - legislatures and parliaments tend to provide the most profile public sector webcasting in a given place. Try to find the e-mail for the person in charge of webcasting or the e-mail for webcasting technical support or questions. Ask them for suggestions on other public sector staff in their country who are webcasting leaders.
- Grab webcasting or good outreach links along the way via http://del.icio.us. "Tag" great government webcasting examples "govcasting" and useful government association directories "dowire-outreach" so we can use the links for future efforts.
3. Hunt - Invite via e-mail
- E-mail a personalized webcasting invitation to the e-mail address listed with the webcasting section of the site (or use their web comment form) if you find it. CC: the general organizational e-mail and the top organizational leader if you can. Also cc: wc@dowire.org on all e-mails so we can help and give advice.
- NEVER send a bcc: to a bunch of addresses. You will receive almost no response. Send individual messages and only cc: in limited cases where suggested.
- If the webcasting section looks great, consider starting with a question: "I am looking your organization's lead webcasting contact. Can you help me contact that person? I am working with a government-funded effort to build an online community of practice for public sector webcasters - http://dowire.org/webcasting " -- This might generate a better response rather than simply sending the full invitation. Follow up whether you hear back or not in 24 hours with the full invite.
- With inter-governmental associations, look for technology or e-government working groups. If a staff contact is listed, they are key. Ask them to forward the invite to their working group and to mention it in any appropriate newsletters.
4. Get Paid for Results (if you like)
We have only a few weeks to recruit a couple hundred Webcasting CoP members. Because this is an incredibly niche audience, labor intensive one by one outreach is required. Our basic rules:
- You will be paid $7.00 US for each government member who joins from your territory. We will let you know when someone in your zone completes an online application form. "Governments" includes national, state, or local government agencies, parliaments or legislatures. For our purposes, this also includes staff with inter-governmental organizations and associations.
- You will also be paid $3.50 US for other public sector staff people who join - this includes university staff involved with webcasting and government-funded media and non-profits.
- While we value the participation of private sector webcasting providers and other interested individuals, we are unable to compensate for their recruitment.
- The maximum payment is $250 from any combination of accepted target recruits that apply. For example, 20 recruits at $7.00 and about 32 recruits at $3.50 each.
- All payments will be delivered via PayPal if you are allowed to create an account from your country.
5. Recruitment Coordination and Territories
Dale Mueller is our Outreach Coordinator. The coordinator will be tracking your process and letting your know when applications come through on our tend. He will monitor the "wc@dowire.org" e-mail address that you are to cc: with all of your outreach work.
