Television, especially local and digital TV, is a powerful medium for increasing the transparency of the public process.

Webcasting, however, can be easier to use for this than television because:

  • Webcasts do not necessarily require broadcast quality audio/video capture equipment
  • Webcasts can be enhanced more easily than television with text-based information and facilities such as speaker profiles and feedback mechanisms - these things are more difficult to provide via television
  • It is possible to cover even very niche events in great detail.
  • Archived webcasting allows on-demand access

There are others who see television access, especially through cable television systems, terrestrial digital television, and on-demand video systems as important for broad public access. In the United States, much of the public sector webcasting leverages the infrastructure from cable access. It is possible in other areas webcasting will take the lead and broadcast access will follow.
