E-Newsletter publishers need to be to trained or experienced in traditional journalism or communications, then become familiar with e-democracy, e-government, or such.
Another participant had some questions:
- do these differ in style or structure from typical municipal newsletters distributed now in small districts?
- who writes them, staff or politicians or community participants?
- is there any information available to email users not available to others?
- what are the democratic implications of this?
