E-Newsletter publishers need to be to trained or experienced in traditional journalism or communications, then become familiar with e-democracy, e-government, or such.

Another participant had some questions:

  1. do these differ in style or structure from typical municipal newsletters distributed now in small districts?
  2. who writes them, staff or politicians or community participants?
  3. is there any information available to email users not available to others?
  4. what are the democratic implications of this?
