I just noticed a couple of grammatical items. I changed targetting to targeting and dis-enfranchised to disenfranchised. Otherwise, I think the content is sound.

General feedback
Having read through the case study I have just one comment - the project comes across as having provided big benefits to the Authority and to Councillors but is weaker in terms of benefits to Citizens. Is this because you don't have the feedback or because the project was focued on benefits for the Council? (CatherineHowe)
