It would seem that there is a variety of focus points that municipal governments bring to their visions on community portals.

For example, www.ourbrisbane.com has a strong emphasis on a "catch all" approach which has proven to be successful in developing partnership opportunities and revenue generation.

The second example would be the Wellington Community Network which has a stronger emphasis on the development of "not for profit" ICT strategies. This is to say that under the banner of the Absolutely Wellington branding program they have used the public library system and the 2020 trust to allow for stronger internet usage.

Just a thought on beginning the dialogue for this brief.
