Process to define the top 15

The process to define the top 15 will come from three sources:

1. Your interest in serving as a lead editor. Final drafts due January 7.

2. Topics covered by other UK e-democracy pilots will likely be skipped by us. They have scoped the issue and will generate case studies in the UK format.

3. Topics that will likely become full 8+ case studies can emerge from the Briefs, but I will probably simply guide people toward writing a full case study from the start.
