Body corporate e-governance tools

There are places where much of what would normally be seen as the job of the local government (garbage collection, roads, parks, street lights, drainage, telecommunications, hot water) is provided by a non-government, non-profit organization.

see Canberra (City Edge <http://www.tomw.net.au/2001/sa/index.html>). Each building is run by a body corporate, with representatives from them on another body corporate to run the gardens, park, roads and street lighting between the buildings.

In effect they have their own mini-town council, with the usual elections, meetings, rates and staff. This can be quite complex and at present lacks much in the way of computer support.
