No one has a right to a page staying in a particular place or content remaining in some particular structure - to refactor and redirect is very common and necessary.

To ensure stable web addresses "always work" and to avoid discouraging contributors, one should rarely or never remove an external or even internal link, and should always redirect from even a bad page name.

To be bold when you edit a wiki page is the most basic wiki best practice next to editing itself. If you aren't bold, your wiki won't work or will be hijacked by trolls: see evil and stupid.
