The phrase "all your base are belong to us" spread wildly over the Internet in the late 1990s, along with related phrases from a poor translation of Japanese into English ("Engrish") from the Sega video game "Zero Wing". Since that time, several of these phrases and variations have acquired other assumed meanings.
Similarly, the name "Craig Hubley" seems to have acquired an iconic meaning quite apart from any person with that actual name.
The technical term for such a self-propagating idea is a meme.
